With the sudden outbreak of the new crown epidemic in 2020, the rare earth industry across the country fully responded to the calls and requirements of the party committees and governments at all levels and relevant management departments. In April 2020, the Rare Earth Office of the Ministry of Industry and Information Technology commissioned the China Rare Earth Industry Association and the China Nonferrous Metals Industry Association to sort out and summarize the policy documents suitable for the declaration of rare earth enterprises, and form the “Compilation of Supporting Policies for the Resumption of Production and Production in the Rare Earth Industry”; Do a good job in the China Rare Earth Industry Association member units’ suggestions on epidemic prevention and control work, and exempt all membership dues in 2020; the party committee of the China Rare Earth Society Council issued the “About providing a strong political guarantee for winning the battle against epidemic prevention and control” “Notice”, taking winning the battle against the epidemic prevention and control as a major political task; rare earth companies adhere to the general tone of work for progress while maintaining stability, adhere to new development concepts, adhere to supply-side structural reforms, and adhere to the simultaneous advancement of epidemic prevention and control and industrial development , Closely follow the requirements of high-quality development, grasp the “six stability” and promote the “six guarantees”, strive to overcome the adverse impact of the epidemic on industrial development, and strive to minimize the loss caused by the impact of the epidemic, which fully demonstrates the national rare earth industry Responsibility and responsibility.

2. China’s plan to control the total amount of rare earth mining, smelting and separation continues to increase

Since 2018, China has been increasing the total amount of rare earth mining control indicators in an orderly manner. On June 30, 2020, the Ministry of Natural Resources and the Ministry of Industry and Information Technology announced the 2020 total control indicators for rare earth mining, smelting and separation, which will be 140,000 tons and 135,000 tons respectively. Compared with 2019, mineral products increased by 6.1%, and smelting and separated products increased by 6.3%.

3. The new resource tax law is officially implemented

On September 1, 2020, the “Resource Tax Law of the People’s Republic of China” was implemented. In the field of rare earths, the Resource Tax Law clearly stipulates: medium and heavy rare earths shall implement a fixed tax rate, which is reduced from the original 27% to 20%; light rare earths shall implement a range tax rate, with a tax rate of 7% to 12%. The specific tax rate is determined by the provincial people’s government.

4. National Development and Reform Commission, Ministry of Commerce: Foreign investors are prohibited from investing in rare earth exploration, mining and beneficiation

On June 24, 2020, the National Development and Reform Commission and the Ministry of Commerce issued the “Special Administrative Measures for Foreign Investment Access (Negative List) (2020 Edition)”. This revision further reduces the negative list of foreign investment access in accordance with the principle of only reducing but not increasing. Among them, the national negative list of foreign investment access was reduced from 40 to 33, and the negative list of foreign investment access in the pilot free trade zone was reduced from 37 to 30. After the negative list has been reduced many times, the “prohibition of investment in rare earths, radioactive minerals, tungsten exploration, mining and beneficiation” is still listed as a special management measure for foreign investment, which highlights the strategic significance of rare earths and other resources.

5. Commodities such as rare earth metal mines no longer impose tariffs on the United States

On May 12, 2020, the Tariff Department of the Ministry of Finance issued an announcement on the “Second Exclusion List of the Second Batch of Products Imposing Tariffs on the United States and Canada” by the Tariff Commission of the State Council. In the rare earth-related fields, it involves rare earth metal minerals and other commodities. For the goods listed in the list, from May 19, 2020 to May 18, 2021 (one year), no additional tariffs imposed to counter the US 301 measures will be imposed, and the tariffs that have been imposed will be refunded .

6. The Ministry of Industry and Information Technology approved the establishment of the National Rare Earth Functional Materials Innovation Center

In order to thoroughly implement the important instructions of General Secretary Jin Ping on the development of the rare earth industry, the Ministry of Industry and Information Technology actively promotes the convergence of industry innovation resources and accelerates the construction of a manufacturing innovation center in the field of rare earth functional materials. In April 2020, the Ministry of Industry and Information Technology approved Guorui Kechuang Rare Earth Functional Materials Co., Ltd. to establish a National Rare Earth Functional Materials Innovation Center. The National Rare Earth Functional Materials Innovation Center is jointly organized by the Inner Mongolia Autonomous Region Department of Industry and Information Technology and the Jiangxi Provincial Department of Industry and Information Technology. A new innovation platform integrated with the transfer of achievements.

Seven, a number of major rare earth related standards released

In March 2020, the Ministry of Ecology and Environment issued the “Pollution Permit Application and Issuance of Technical Specifications for Rare Rare Earth Metal Smelting” standards to further improve the pollution discharge permit system for the rare earth industry and promote the green and high-quality development of the rare earth industry; in August 2020, the Ministry of Industry and Information Technology proposed and managed The first mandatory national standard in the field of rare earths GB 39176-2020 “Packaging, Marking, Transportation and Storage of Rare Earth Products” was released and will be implemented on August 1, 2021. This standard will help ensure the quality of rare earth products and reduce the environment. Harm, ensure the transportation safety of rare earth products, and protect the health and safety of workers; in October 2020, two international standards led by China ISO 22444.1:2020 “Rare Earth Terminology Part 1: Mineral Products and Compounds” and ISO 22444.2:2020 “Rare Earth Terminology Part 2: Metals and Alloys” was released, becoming the first international standard issued in the field of rare earths.
